The Armenian Association of Social Workers (AASW), within the framework of the project “RISE – Armenia: Rehabilitation, Social Inclusion and Empowerment of Displaced and Vulnerable Population,” announces a call for applications for the formation of the professional team of the Ashtarak Multifunctional Social Care Service.
Tender Title: AASW-RISE-002/26 – Lot 1
Position: Service Supervisor (Ashtarak Multifunctional Social Care Service)
Project Title: “RISE – Armenia: Rehabilitation, Social Inclusion and Empowerment of Displaced and Vulnerable Population.”
Project Objective: To improve the social protection system in Armenia for vulnerable populations, including those displaced from Nagorno-Karabakh, through strengthening the capacities of social workers and ensuring access to new social services, including patronage, social care, and socio-rehabilitation services.
Project Duration: November 2024 – November 2027

- Scope and Purpose
To ensure the quality, effective organization, and proper implementation of services delivered by the multidisciplinary team, both within day-care services and mobile (outreach/home-based) services.
- Duties and Responsibilities of the Supervisor
2.1 Professional Supervision and Capacity Development
- Provide individual and group administrative and educational supervision to the multidisciplinary team of the service.
- Ensure that specialists’ professional activities comply with applicable legislation, professional ethical standards, and the organization’s internal regulations.
- Review and analyze cases managed by specialists and provide constructive feedback.
- Identify the team’s professional support and training needs.
- Organize internal training sessions and professional discussions.
- Contribute to the prevention of professional burnout among team members.
- Support the integration and adaptation of newly recruited staff members.
2.2 Case Management and Quality Assurance of Interventions
- Organize and facilitate case conferences, involving relevant community and other related stakeholders.
- Oversee the development of Individual Social Programs, ensuring their completeness, clarity of objectives, and definition of measurable outcomes.
- Review and approve individual intervention plans.
- Ensure periodic reassessment of services provided.
- Ensure that interventions are aligned with the best interests of beneficiaries and follow a capacity-strengthening approach.
2.3 Service Coordination (Day-Care and Mobile Services)
- Coordinate services delivered within the day-care center.
- Coordinate the planning and implementation of mobile (outreach) services.
- Monitor the distribution of workload among specialists.
- Ensure continuity and accessibility of services.
- Monitor beneficiary registration and referral procedures.
- Ensure coordinated functioning of the multidisciplinary team.
2.4 Community Cooperation
- Develop and strengthen cooperation with Local Self-Government Bodies, the Territorial Center of Social Services, and health, education, employment, and other social institutions operating in the community.
- Participate in inter-agency meetings.
- Organize thematic meetings with relevant stakeholders.
2.5 Service Quality Monitoring and Evaluation
- Conduct periodic internal assessments of service quality.
- Analyze service effectiveness indicators.
- Oversee completeness and accuracy of documentation.
- Conduct selective case audits.
- Propose and implement service quality improvement measures.
- Ensure compliance with data protection and confidentiality principles.
2.6 Other Responsibilities
- Supervise proper documentation of cases and services.
- Submit periodic reports to the Project Manager.
- Participate in the preparation of donor reports.
- Analyze service outcomes and submit improvement recommendations.
- Ensure unified mechanisms for data collection and storage.
3. Minimum Qualification Requirements
- Higher education in Social Work (Master’s degree is an advantage).
- At least 15 years of professional experience in the field of social work.
- At least 5 years of experience in supervision or team leadership/coordination.
